Intel spent considerable resources hand tuning a compiler to make P4 look good.

Real world code creation doesn't involve spending tens or hundreds of millions of dollars tuning a compiler to output code for one file of source to make a particular chip look good.

Real world code creation uses compilers that don't fail to compile on many applications, and are only reliable on the one targeted application.
