It doesn't much matter, Illmarinen. No investor is going to split hairs like you would like him or her to do. The world is going to hear that Nokia is in the process of blowing its GPRS efforts. It won't care why. "Tested and verified" will be a cry in the wilderness. The perception will be that "tested and verified" should have taken place a long time ago. Why this is not the case will not matter. The bottom line is that it appears possible, if not likely, that Nokia will not deliver GPRS phones in the millions this Fall as it promised. The fallout will be significant as there will be severe doubts about its ability to keep its UMTS promises. The markets won't like it.
