I see what you are saying.
It's a good way to parse the issue.
Tolerance is simply letting people be who do not affect you.
If they begin to affect you, then you have to make decisions about defending your rights versus can you live with being infringed upon to be accommodating- but you can separate that from tolerance.

But if intolerant people who did not affect ME personally wanted to go after other people, I would still need to speak out against that. Because it affects the society. And of course that is exactly the rationale the intolerant use to go after people they do not like. They argue that such and such a group is ruining society and thus must be persecuted- of course they don't call it persecution. But you know what I mean.
