I understand damned little of what you write, Illmarinen. I doubt that too many do.

My understanding is that Naantali resulted in a rejection of Nokia's proposal to use DCCM as an alternative while PCCCH and PBCCH were "tested and verified".

I do not know whether CCCH and BCCH sets can be legally sold in Europe but I assume anything is possible so I'll take it for granted that they can. However, the problem I have is that operators either now have PBCCH/PCCCH functionality built into their networks or will have it shortly. Why would any responsible operator, therefore, promote handsets that need to be recalled? And why would any self-respecting manufacturer enter into a scheme whereby it goes through the embarrassment of having its sets recalled?
