Ok, honest reply

1. DCCM was not rejected but withdrawn (one need to
understand the meaning of "consensus")

2. PCCCH and PBCCH were, informally,indirectly, agreed to
be "untested and unverified".

Formally and directly by the decisions.

3. Legally anything can be sold with the legal contract,now the ball is in the "operator priorities" tingy.

Your problem about "who has what, now or in the future" is your own problem.

And you are smack right in " Why would any responsible
operator, therefore, buy handsets that need to be recalled?"

The onle thing left is to figure out which handsets
fullfill these requirements.
