Indeed, the divorce mediation work I do is precisely that -- an attempt to build consensus, even if only between two people, over the best way to resolve the issues separating them. So as one who is professionally engaged in consensus building, I have to respectfully disagree with your contention.

I was speaking in the sense of bringing all parties together under one consensus. The consensus among Latinos in California is the entire country should be bilingual however the consensus in Wyoming might say otherwise.
