When the specifications of the P4 were first released, this information was made available, now most Intel docs tell you "some of chip runs at clock speed, some runs at twice clock speed, and some runs at half clock speed." They'll tell you which parts run at twice clock speed, but which part is running at half clock speed has been purged from most documents. You'll just have to go with reviews of the original docs, unless someone can find something better. Some intel docs now claim the decoder can run at "a maximum of clock speed."

Find the document where Intel details the parts of P4 that run at half speed - I'm no longer absolutely convinced it's the decoder, but, if not, then what is?
