PBCCH/PCCCH inactivated.

Typical soundbite BS, as it is an issue of the situation
NOW as well as the situation in the FUTURE.

As well as the damage a malfunctioning, unexpected
combination of cell and handset can cause IN THE FUTURE..
(not now, because the function will not be active)

What is the price (or gain) of avoiding future problems??

But it becomes hilarious with

The immediate recall would be for those handsets which
were released with an untested, unverified "new" control
channel.

Those using just the old, tested one would just keep on
working.

However, I'm not sure Benjamin understood how funny he was,
as the present solution is to use a recommended subset of
the present standard.
