JLA, Let me remind you that the Bush and the Republican led Congress promised to keep those funds locked up - We all understood what that meant - Those funds were not to be used for other government expenditures. If they are used for other purposes, it is a broken promise. Bush and the Republican Congress and the CBO have no credibility when they deceive us in this manner. We long for the days of fiscal responsibility.
