I think that you are taking a giant mental leap here....let me try to lay out the reasoning here for you:

2. Sam is pointing out the fact that China does not have a "road-based" transportation infrastructure - it may have one some day in the future, but then, it may never develop one, due to population densities, the allocation of resources into other areas, etc.

3. Therefore DWSC's business concept is flawed...to say the least.

Granted Northern China is pretty remote and Roads are poor, but who
would want to go there anyway, execpt for US Oil Comapnies.
