Tax avoidance refers to the perfectly legal practice of using the tax laws to minimize your tax liability. Giving advice in tax avoidance is a trillion dollar industry (which is enough alone to insure that the tax code will remain unjust).

But you are correct, the fear of punishment causes many to eschew tax avoidance and thereby pay more tax than they should, just to remove the risk of entangling themselves with the coercive, potentially abusive, tax collection bureaucracy.

Perhaps some people refrain from tax avoidance due to the fear of sanctions, but most of us are just law abiding citizens.........
