Greenspan's going too far, too long with the rate hikes, and then waiting too long to start reducing them, in a benign inflationary environment all throughout, killed IT spending, phenomena also called "CEO confidence" or lack of it. In other words, companies had to reduce somewhere, and IT for productivity got most of the reductions (which has also started to ruin productivity in this country BTW). Compaq and HP were both doing quite well until IT spending went off the cliff in Q400, both got hit extremely hard, forcing need for a merger. Greenspan in his ultra fear of inflation that never reared its head, screwed the pooch. Tech hasn't been this bad since the 70s. Why, if not for monetary policy?
