I'm having trouble understanding this. Which environmental groups are supporting the tariff, and what are the objectives? Do they have any commitment from the U.S. to negotiate for better environmental regs in Canada? I could understand this a lot better if Gore was president, but why get in bed with Bush? It's bizarre.
