Well, of course I meant those who filed returns, and it never occurred to me that those who did so would report no income, so the early part of your screed is a tad superfluous. Since audits are largely random, and tend to focus on claimed deductions, not unreported income, the central paragraph is superfluous as well. The idea is to enhance compliance through fear of an audit, not recover from a specific audit.

Of course, it is hard to say what one would do if there were no threat of penalties. I have had occasions where I could have gotten away with evasion where I did not try, but maybe I was just chicken. I think, though, that I am no more inclined to cheat on my taxes than I am to mug an old lady.
