They make sense to me.

Whoever posted them is laboring under the delusion that GSM (GPRS) is a "Euro" thing. They evidently missed the contributions that AWS and Cingular made to the dialogue that ensued after Nokia introduced the issues surrounding IoT for PBCCH/PCCCH to 3GPP GERAN TSG last May.

Whoever posted them is also laboring under the impression that this is a Nokia issue, when in fact it is an issue that affects every GSM OEM (handset and network side) and every GSM carrier in Europe, Australia, North America, Latin America, China (including Unicom as well as Mobile) and EMEA, intent on doing full scale commercial launches on networks that are commercially live or being brought live.
