Okay, so I'm sure I understand, your position is that we only lock away people who have actually committed crimes (or more accurately been convicted of -- in the Ramparts Division of LA the distinction sadly seems to be significant), but that once they have committed crimes, and served their sentences, we then distinguish between those who can be allowed back into their communities and those who can't, but who should continue to be separated from the community, but perhaps in some system other than prison.

Am I understanding you correctly?
