I agree with you, since the numerous sell-offs in all of the technology stocks has been going on for months now. IMO we also won't see the usual "tax loss selling" since many who have invested in technology have most likely already sold and done their "tax loss selling" for the year. (or maybe I should say for the next few years!)

IMO there is fear and individual capitulation as you mentioned on various levels. The timing for individual capitulation seems to depend on the investor, and the diversification of their assets. Those who aren't quite as heavily invested in the market probably feel a little less fear, since some of their other investments seem to have "held up" during this market downturn.
