You are dense. This is satire: the Soviets felt Darwinistic evolution was so contrary to "dialectical materialism" that they banned its teaching and forbade the idea of genetic inheritance be used in biology or agriculture. This set back their farming and breeding techniques a hundred years. It is one of the reasons for many of the food shortages in the former Soviet Union (aside from Stalin's deliberate starvations and the inability of the Soviet system to effectively transport what little was produced, of course).
