gao, Yes that is the long term evolutionary effect and is also works along with memes. memes change fast, genes do not. memes are what allows people to adapt rapidly. Read with care. note I say : I expect there might be a genetic reason as well, same as dogs are pack animals and cats walk alone, it may be that Africans are optimised for the society I expect there may be a genetic reason as well? I suspect??, I do not proffer. what follows is speculation of genetic optimization of germanic tribal groups over time. African tribal groups can also show the same response to selection pressures over a long period of time, a hundred generations will suffice for some selection(1500 years) assuming children are born at 15 as is common in tribal societies, and Africans tribes ahev been optimising for tens of thousands of years, plenty of time to make good warriors and hunters for the veldt Note this does not say they cannot cope with civilzation. they will adapt and will do so faster if they are taken away from the tribe and raised from babies than if you drop the whole tribe into New York with cows.
