I explained why the mass matters for fuel consumption but why your idea of why it increased fuel consumption was wrong. Of course the mass of a satellite affects its fuel consumption. Why on earth would you think I thought it didn't? I explained why it does to you. Mq PS: The point was why legal jargon gets special contempt... you, once again, showed why that is.
