I don't know about that. The Euros went hog-wild at the spectrum auctions and Vodafone seems to be taking the lead in reducing UMTS speed to 64 kbps while at the same time rolling out GPRS, which surely entails a double expense for essentially the same service. So Vodafone spends lots of $ on spectrum and on two redundant systems?

Doesn't seem tight-fisted to me. To the contrary, it seems extravagant.

I don't think it's a matter of letting the US do it first. I'm sure Vodafone and the Euros are keenly aware that 1X works and that it provides significantly better service while easing network congestion.

No, there's more to Vodafone's reduction to 64 kbps. Something is afoot. We have not yet seen the endgame to this latest gambit. Has to be part of a larger strategy because it makes no sense standing by itself.
