Oil greases Sudan effort - US to start peace initiative
Upstream, September 6

The US is to launch a major diplomatic initiative this week in an attempt to find some common ground between warring parties in Sudan -- with oil at centre stage.

The Los Angeles times reported that the White House was due to appoint a former senator as a special envoy to lead a peace effort. Alongside the diplomatic front, the administration of George W. Bush is also considering an aid programme of as much as $30 million.

Oil -- and the revenue it brings -- is the biggest new variable in the equation, and US officials told the LA Times that it could make the difference after past failures.

"Oil could make both sides realise that they'll be better off if they can take advantage of this new income," said a US official. "It may make the government willing to hold its nose and give political concessions to the south to get those economic benefits."

There have been at least four previous US attempts to put an end to fighting in Sudan's 18-year civil war between the Muslim north and Christian and animist south.
