IKM,

You raise a very interesting point about the importance of billing systems. It suggests another issue about the savings that can be achieved if you can get around the LEC or otherwise control both ends of the network. Zero marginal cost communications. Heck, you don't even need a sophisticated per transaction billing system in such a case, unless you are worried about capacity issues. Is this why there are so many birds that are getting set to launch? No interconnect fees to share? I'm sure it is a big reason for the MCI-BT deal.
