"And they haven't been real effective yet"

The cuts that have been "surprise" cuts have seemed to turn the market around, at least for a few days. A market that "turned around" right here would put a lot of pressure on those with large short positions to cover their positions. Given a few days, some type of positive news could maybe "pick up" the markets and help to turn things around.

I'd love to see a "surprise" 50 point cut, with the statement that no further cuts will be considered. Also a statement that the FOMC feels the effects of all of the cuts should soon begin to make a difference in the economy.

A rate cut today would be seen as a desperation move

I think this market seems desperate right now...so a desperation move might be just what is needed! Trying to "paint" a picture of a healthy market right now is a picture that most people won't believe. They might however believe that with the help of rate cuts, things will get better.
