Right, it doesn't include the as-yet-to-be-completed Fab2.

Yes, that grant is a "gift", but it will be distributed on at least another 10 MM to possibly 20 MM shares, if you take the lower vale that is 30 MM shares or a gift of $10/share.

What are you talking about?!?! Where did this idea come from?!?!? It's a grant, like INTC received when they built their Fab in Israel...and akin to the sweetheart deals that the Asian fabs get.

The share counts I posted are after all shares are distibuted to the partners, in exchange for the partner's payments that will result in a $1.1 billion asset sitting on their property. Why are you making up some ridiculous story that 20 million to 30 million shares need to be issued to the IDF?!?!

Did I miss that in their most recent 20F submitted to the SEC? BTW, you can get Tower's recent 20F from their website in the "Investor's Corner" section.
