....same as the QCDMA-based services in Korea which also started at a slower rate (did it not?).

Take a look at their speed.

In 34.5 percent of the coverage area, the data rate reached 80kbps to 160kbps. The range was 64kbps to 80kbps in 15 percent of the area, 48kbps to 64kbps in 14.3 percent of the area., and 32kbps to 48kbps in 11.5 percent of the area. In 16.7 percent of the area, the rate was below 8kbps.

You are partially correct about they started with lower rate, as MSM5100 kicks in at the end of the year, those numbers will get even better!
