Mabye I misunderstood your previous post. I thought that you were asking about building in effect redundant infrasturcture to the RBOCS since they would be perhaps slow to implement ADSL.

The copper loop wasn't to connect the switches but rather to the end subscribers. This hypothetical was used to show that the approach probably doesn't work, since the RBOCS have to provide access and the cost of building an infrastructure is prohibitive compared to accessing/modifying/and leasing the infrastructure that exists...which is the argument why ADSL has the advantage over cable, i.e., there is a lot more infstructure costs to provide two-way cable modems then there is to provide ADSL, not to mention the shared bandwidth problems.
