it's off topic, but i guess that's ok.

the choice by at&t to go north american tdma (that is, not gsm tdma) was nothing but a get-to-market faster timing call. cdma was not ready for deployment at the time, and at&t was able to expand its capacity with the tdma digital technology earlier. as i recall with this decision at&t was able to get digital in us customers' hands about six to twelve months earlier than the cdma providers.

all the above has nothing to do with 3G. just some market history.
