It takes only one enemy to breed a war, not two.

The Israelis made a good offer (and a very painful one, from their point of view) to Arafat, and got a war instead of a counter-proposal. That is the fact.

Who started it? What were the strategic objectives? What would it take for peace to be a more attractive option than war to either side? These are all relevant questions regarding the situation and its possible resolutions.
