I always wondered if maybe Francois was a fugitive from justice(ok that part I never wondered about) that had the plastic surgery makeover to avoid his captors, a la, Hannibal Lecter in the Silence of the Lambs book, or Bogart in Dark Passage. Now I think we can pretty well rule that out, because no one would go to the plastic surgeon and say, "doc, make me look like the bad guy from the episode of CHIPS or TJ Hooker, or Adam 12, where the scumbag deals drugs from the neighborhood ice cream truck." That has to be the real deal.
