Los Angeles (ph/daf) – Advanced Micro Systems (AMD) has licensed IBM’s Silicon-On-Insulator (SOI) technology for its forthcoming 64-bit processor, "Hammer." It is said that SOI increases CPU performance by 30 percent at lower temperatures, without any additional changes in the chip design.

As compared to what, though? The Inquirer indicates that they're sampling Hammer on 0.18 micron. If that's compared to 0.18 micron, then that's about a normal boost for shrinking an architecture (and a shrink isn't necessarily a "change in chip design" because you can "dumb shrink" it).
