Actually, Karen, surprise...I agree with you...It should be a combination of both interview and written....But written only takes most chance of bias out...

I've been a professional interviewer for over 20 years...and have worked with a wide variety of the employment community, large and small companies. Most companies don't do that much interviewing, even if they are large companies. People doing the interviewing come and go. Believe me, I've seen and heard bias!! It could be as little as "he reminds me of my former husband", or "the purple dress she had on looked terrible"....or whatever...

Having the same set of questions for everyone, with no care to creed, color, age, or whatever else doesn't matter is quite interesting.....

You see if they can follow directions.
You see their thought process.
You see if they are creative or minimalist in their writing style. (This generally is true of their personality style as it turns out)
