I understand the Nuclear Age as that characterized by the policy of Mutually Assured Destruction.

The English language is so rich that there are so many ways to miscommunicate. That's not how I would have defined the nuclear age, but there probably isn't an official definition.

There has been a reduction going on for some time now as a result of the collection of ABM, SALT and START treaties.

I note however, that the Administration doesn't seem to have much of a problem with China modernizing [increasing the arsenal] their forces to adjust for an SDI system.

Replacement I might agree with. Testing? The consensus out of the National Labs, e.g., Livermore, Sandia, etc. is that the US is in an advantaged position with respect to testing. The US can design and simulate weapons design/ test to a high degree, while other countries are not able to do so. Ironically, it's the non-technical politicians that see a need to test, not the warhead design community. But perhaps the politicians know more about warhead design and simulation than the folks at Livermore and Sandia.

Is there any other way to apply Old Bay other than liberally? I think not. I've decided I don't have a pan large enough to cook a 5 lb crab; that won't stop me though. I'll place a pan water on the gas grill, create some steam and throw that 5 lb'er on the grill.
