I think between 50 to 100k in the two towers but there are 4 or 5 other buildings in the complex. Never mind the subway system which goes underneath part of the complex.

Unless you've been in NYC you can't imagine how many people are on the street around the towers @ 9AM. The Fed Reserve and NYSE are only 3 to 5 blocks away.
