Ultimately, the only way you'll have a chance of that is removing the conditions that breeed terrorists.

For bin Laden, and his ilk - why are he and so many rich backers prepared to go to such lengths to attack the US?
What can you do about removing his justifications? His rationales? His cause?

Don't back regimes so appalling that there's a sizeable minority prepared to die opposing them, and a substantial minority or majority under that regime backing the terrorists.
Don't over-react. Wipe out one village and all their neighbours will take arms against you.
Be accurate. Kill - or better, capture and publicly try - only those you know to be the killers or their leaders: not suspects, possibles, sympathisers, co-religionists...
Above all, remove the situations where people are ready to die for that cause - where that cause wants to destroy the US...

and don't fall into the ultimate trap. Don't allow your own liberties to be too curtailed, your own freedom lost, in the name of preventing terrorism.
It won't stop the terrorists. But such would destroy the US more than ten thousand bombs.
