I am not sure you realize what you are saying. There may be hundreds of loose Russian nukes around. A US nuclear attack against suspected terrorist targets, say in Afghanistan, will almost certainly bring about nuclear retaliation upon US cities.

It seems to me from the events of today that there are a bunch of foreign based terrorist cells established within the US. Do you think that they are not capable of exploding a nuclear bomb in Manhattan or Washington DC next time around? I think that if the US uses nuclear weapons, there will be a bunch of Russian Mafia members gladly donating their suitcase nukes to these groups -- provided they get advanced information on when the explosions will occur.
