By God we are all now at war! I disagree. We are in a state of police action at the world level. We need to do whatever it takes to bring these CRIMINALS to justice. Do not legitimize anything they did or will do by implying they are in any way a "state" that we can be at war with. They are petty criminal cowards that have taken an action that resulted in many deaths. Nothing more. Serial killers, where the time between deaths was short. No more. They deserve no recognition, other than termination. Ira
