I would have to ask why this canal is out in the middle of nowhere full of water. There is no agriculture out there and there are no communities out there who need this water. I suspect that this is a direct conveyance canal. Some of the water from the Gila River belongs to California. The most efficient way to get it there is to put it in a narrow lined canal. This reduces evaporation and seepage into the ground. It is a very efficient way to deliver California's water.

I would have to ask why you think that this canal would be delivering water to California when consulting a map (you did do that before you posted the question, right?) shows that it runs from Parker Dam on the Colorado river taking a round-about path (evidently to avoid mountains in one direction and the Gila in the other) down to I-10 then back up around the north side of Phoenix, then on down to Tucson. Why don't they just pump it from their side of the river? Or are you saying that you believe that water is being drained from Tucson and pumped into the Colorado River so that California can have it?

As far as owning Gila water, why not take it from where it enters into the Colorado? You know, on the border between Arizona and California (that map thing again).

I happen to know that Tucsonians hate CAP (Central Arizona Project) water due to its bad taste, so maybe they do want to send it back...
