I think Israel -- at least before the Oslo process -- established deterrence, via excellent intelligence and a policy of ruthless retaliation, of assassinating terrorists and taking out threats such as the Iraqi reactor in 1981. Ask yourself, how is it that the PLO never did anything on this scale in Israel?
