I think he's compounding two analogies - powerlessness to act in the face of tragedy, combined with horror at what is happening; and revulsion at those who might be seen as to blame... I can't say I feel any compassion for the terrorists - I'm nowhere near that forgiving. I just hope that we (the West) don't react as they wish, with more unstoppable attacks, and make things worse...
