Brian - The problem is that not everyone is rational and good. Inevitably some people will be underprivledged and inevitably some will want to blame someone and seek 'vengeance'. Only a credible and swift punishment is likely to disuade them or stop them. I wish it were otherwise. But of course the stick without the carrot is a very bad plan as well.
