Especially important is the swiftness of the response. I would hope that Bush would recognize that the probability of Bin Laden's involvement is high enough to justify demanding that those countries who have been harboring him and his followers immediately turn them over to the American authorities.

If they don't do so immediately, Congress should declare a state of war with those countries, arrest all of their citizens that are in the US and seize their assets. Ideally, the European nations would do the same.

If any country continues to refuse cooperation after those measures, I think military action would have almost universal support in the rational world.
