Adm. Hyman Rickover was never head of the CIA - he was the "father" of the nuclear navy.

The CIA Director from 1977-1981 was Adm. Stansfield Turner. The human networks were never "terminated" just emphasized less in favor of more technology in a step that left us more vulnerable to terrorism. CIA case officers still work overseas running agents, they always have. But the agency's long-term Soviet focus left them unprepared to handle Arab terrorism in the 1980's and 1990's.

The assassination issue was ended earlier after the Church Committee report, around 1975 I think. It has been supported by every president since as an executive order, including conservative Ronald Reagan.

You need to do your homework on the details, though your basic points are worth considering.
