If Bush Sr. had made the push into Baghdad, he would have lost the HUGE PROFIT CENTER that the US has in patrolling IRAQ. Kuwait and Saudi pay the US on a daily rate basis. They also pay for every flight and every item of munitions and equipment expended while enforcing the sanctions and no fly zone.
