There is no need to jump to conclusions about who is responsible, but we need also to be clear about the seriousness of the situation.

This attack was a deliberate act of war against the United States and should be treated as such. The first major step in recognizing this is for President Bush to ask Congress to Declare War. Constitutionally only the Congress has this power and it is now time for this power to be used. The very act of such a declaration will provide the needed "shock to the system" which will announce to those responsible that whatever cause they believed they were advancing by these acts has been ended by their own hand. This was a terrible miscalculation but the consequences will be far more terrible for those who miscalculated and for those who provide them with aid and comfort. They will find no quarter, no safe haven, no sanctuary on this earth.

It has been the unfortunate pattern throughout recent history that each new century begins with war which cleans out the ideological debris of the previous century and lays the foundation for freedom's further progress. People of good will believed that we could escape this cycle as we entered the 21st century but once again we find the task thrust upon us and we must either rise to meet its challenge or else surrender. It is rare that one knows that one is living through a defining moment at the time, but this is one of those occasions. Terrorism as an effective tool of policy ended yesterday. It has sown the seeds of its own demise and liberty must once again prevail.
