This is the key. Normal conflict management and diplomacy is based on the principle of proportionate response. War, almost by definition, is characterized by disproportionate response. The lessons of history are very clear. Americans are a peace-loving people who are slow to anger and loath to become aroused, but once aroused are capable of astonishing resolution and determination. Admiral Yamamoto, the mastermind of the Pearl Harbor attack, knew this when he reflected, "I fear all we have done is waken a sleeping giant and fill him with a terrible resolve." Make no mistake. Those behind these attacks and their entire support apparatus will be brought down no matter the cost. The machinery of international terrorism will be dismantled on a global scale, and with a single-minded determination which will astonish the world.

In the 18th century piracy on the high seas was endemic and widely regarded as insolvable. But by the 19th century piracy was ended because no nation could any longer provide safe harbor for pirates with impunity. Evidence of this profound policy shift can be found in the Marine hymn ("...to the shores of Tripoli...") which memorializes U.S. action against the "safe haven" of the Barbary Pirates. We will see a similar policy shift here. The United States will make it very clear that any nation which for whatever reason provides aid and comfort to terrorist organizations is committing an act of war against the United States and will be dealt with accordingly. The world will at first disbelieve but it will come to believe, and as other civilized nations join the U.S. in this new policy the world will rid itself of the scourge of terrorism as an effective force on the world stage. No lesser result will serve as a fitting memorial to those who were lost in yesterday's cowardly attack.
