Are you trying to say that throughout the period of influence of people like Henry the K, Alexander Haig, Rumsfeld, Scowcroft, Bush, Reagan, Nixon that somehow the intelligence community has been shortchanged, shackled, hamstrung? Nay, dude, despite the fact that appropriations are secret, the intelligence community gets pretty much whatever they want because they are if nothing else adept at raising bugaboos that may not even exist for the sake of filling their coffers even though time after time they are proven to be incorrect if not inept.
