The way there revolutionary cells work (i believe) there aren't many people involved. They all know each other for 5 years or more or are family- they have very little contact with each other- that's why our intelligence organizations cannot infiltrate them.

If it is Bin Ladin's orginization behind it then the terrorist cells might be small but they report to a higher authority that is responsibile. Of course we don't know yet who is responsible for this.

Bin Ladin has atleast a couple of thousand people in his organization but many of them don't get anywhere near hijackings, they just train in a camp in Afghanistan. If this organization is responsible then I would consider the entire orginization to be a legitmate target not just those that directly orginized or supported the hijackings.
