and also give the cockpit the ability to inject a submissive "gas" instantly into the passenger area. Discussion ensued whereby it was noted that innocents would be subjected to the danger of "going under" along with the perpetrators but it was viewed as preferable to an all encompassing catastrophic end to the incident

Don't the pilots already have the ability to reduce cabin pressure to render unconcious the whole complement of people onboard except the cockpit?
