I think his meaning is obvious.

When he says "groups capable of THIS KIND OF ATTACK" he is referring to those who can CARRY IT out.

Do you not understand that "THIS KIND OF ATTACK" is referring to the wholesale slaughter of human life within our borders by a terrorist group?

The last time that happened within our borders, we found the perpetrators and tried them. One of has been executed.

You consider that "shelter"?
